Before we get to the meat of the newsletter
Iâll just say, thereâs not much to report before Chief Zummo grabbed the mic last night.
Council moved through the usual batch of procedural ordinances, nothing got pulled for debate, nothing controversial.Â
You can see everything that passed in the image below. But stick around, because this one affects your insurance benefits. Chief Zummo stood up next, and that's where it got interesting.Â
SFD RETAINS ITS CLASS 1 ISO RATING
What happened? After what Chief Zummo called a "grueling," year-long review process, Springfield Fire Department held onto its Class 1 ISO designation.
Why it matters? This is one of those things that sounds like a bureaucratic checkbox and actually isn't. ISO (Insurance Services Office) is a private company that grades fire departments nationwide on a 1 to 10 scale... 1 being superior fire protection, 10 meaning the department doesn't even meet minimum requirements. Insurers use that score, alongside something called the Public Protection Classification (PPC), to price risk and build the homeowners and commercial policies you and I actually pay for. A strong rating signals lower risk to insurers. Lower risk, generally, means real savings on your premium.
There are more than 47,000 fire departments in the country. Springfield sits in the top 1% of them.
Additional context. Worth noting: this isn't Springfield's first rodeo with Class 1. We had it back in '88, got knocked down to Class 2 in '03 when the city couldn't afford the required upgrades, then slid to Class 3 by 2013. Then-Chief Barry Helmerichs clawed it back in 2018 (one of just 241 departments nationwide at the time), and now Chief Zummo's held onto it through this latest review.
ISO looks at four things when grading a department:
Emergency communications: how fires get reported, staffing, training, certifications.
The department itself: equipment, staffing, training, geographic deployment.
Water supply systems: this is why Zummo specifically shouted out the water department.
Community risk reduction: fire codes, enforcement, public education, investigations.
Another note: SFD's average response time sits right around 4 minutes. That's not unrelated to the rating. It's part of why we're where we are.
The point? You're not going to feel this one directly today, but if your homeowners or commercial premium looks better, this rating is likely quietly doing some of that work for you.

THE KNOX HOMEBOX
What happened? SFD is expanding access to Knox HomeBox, a small lockbox program for at-risk residents.
Why it matters? Right now, if a firefighter or paramedic responds to your home and nobody can get to the door, the default is forced entry. That means property damage, and worse, it delays care. A Knox HomeBox holds your key on your property, and only SFD (with a master key) can access it. That means faster entry, no busted door, and they lock back up when they leave.
Additional context. This is aimed specifically at elderly residents, people with mobility limitations, folks with certain medical conditions, households with monitored alarm systems, and honestly anyone who'd struggle to get to the door fast in an emergency.Â
If that's you or someone you care about, call the SFD Fire Safety Division at 217-789-2170, or submit a request online here. They install it for you too.
